Exercise 1: Why Internal Testers Skip Review and External Testers Never Do — Possible Solution

Beta App Review exists to protect a real, specific trust boundary:
the line between "people who are already part of the development team
and have real accountability for what they're testing" and "people who
are not, and are simply being handed a build to try."

Internal testers are, by the chapter's own real definition, members of
the actual development team holding a real, recognized role - Account
Holder, Admin, App Manager, Developer, or Marketing. They are already
inside the same organization that built the app, already covered by
whatever real internal trust and accountability already exists on that
team. There is no meaningful new boundary being crossed by handing them
a build directly, so Apple doesn't require a review step for it.

External testers, by contrast, are genuinely outside that boundary -
real people with no membership on the development team at all. The
first time a build reaches any of them is the first moment the app is
genuinely leaving the hands of the people who built it and reaching
the outside world, even if only in a small, limited beta capacity.
Beta App Review exists specifically to check that crossing is safe
before it happens - the same real category of check, just lighter
weight, as the full App Store review Chapter 6 covers.

ANSWER: Internal testers are already inside the development team's own
real trust boundary, so handing them a build introduces no new risk
requiring review. External testers are genuinely outside that
boundary - the first build any of them receives is the first real
moment the app leaves the team's own hands, which is exactly the
crossing Beta App Review exists to check before it happens.
